I haven't dealt with RACF in awhile on VSAM files, for Access Allowed if you need to build and update a VSAM file is the RACF command Alter or Update? Is there a difference or is it just terminology when you talk about Update access to RACF security and is Alter the command for both things?

ALTER allows delete / define of the cluster

CONTROL allows all update priviliges
