You are establishing a pattern of doing nothing for your self. . . Not a good pattern.
Why would you believe 15 is "special"? No manual says it is special. . .

As this is a mainframe forum, answers assume the question is about mainframe issues.
There may be a compiler somewhere that treats 15 as a special level number, but not the IBM mainframe environments.
