sadly there is noo way to legally run a <modern> operating system ( zOS ) on hercules
but using the Turnkey MVS ( with the free mvs 3.8 ) You can still exercise quite a bit ...
RPF and REVIEW are quite usable
You might consider looking at

http://www.z390.org/zcobol/for and assembler and cobol infrastructure fully hosted on Your PC ( no zOS needed )
