OPCC (controller) is the brains and is controlling all job submission, resolving dependencies, etc. When it stops, so does the schedule. Recycle quickly.
OPCT (tracker) is watching for job completion and notifying OPCC. When the tracker is down for a short period it tries to catch up on the SMF data when it restarts. Recycle quickly, too.
