wat is the RACF authority to clear MAN datasets?

This is one of the questions best asked of your site support group. Most likely the SYS1.MAN? (or whatever they are called) are protected by data set security within RACF. Have you check the RACF manual to see if there is a facility for the SMF data sets or not?

Unless there is some other control, I'm pretty sure your userid would require RACF update permission for the SYS1.MANx (to use the most common name standard I'm aware of) data sets. I don't perceive a need for any other control.
