Thank you Nick and guys who responded....

I would send the link of this page to my Production control team to justify my return code.

Probably they may accept to Set the "Maximum Acceptable Return Code" in OPC to 8 as an exceptional case.

wiser to send them a link to the relevant jcl manuals :geek: to make them aware that a job/step RC is carved in stone
unless they are willing to wait for zOS 13 where

( step/job RC is still carved in stone but it can presented as some other value )

so that I am sure that the information requested can be reached with a very small effort
