Is there a document which has comprehensive list of utilities,tmps, and their uses/purpose, that can be used in JCl.

However, be aware that expat's answer only includes IBM utilities. If your site uses other software vendors, such as CA or Compuware or ASPG or Phoenix or ...., then there is no single comprehensive source that lists all utilities available at your site. Each vendor writes and maintains its own documentation and hence you must look at each vendor's documentation.

Which will only be true if the organization uses no software other that what is available from IBM. It will not include, Computer Associates, Compuware, BMC, Syncsort, and many others.
