USING PROC WITH IEBCOMPARE , HOW TO PASS SYSIN STATEMENT?

There is no program named IEBCOMPARE. You may mean IEBCOMPR. The mechanics of specifying a SYSIN dataset to a job step specified in a JCL catalogged procedure are discussed in the JCL manuals.
