Trying to build new environment from OS/390. Using DFDSS restore to from tape, receiving ADR380E 3-192. Do not find any documentation to assist in explaining. Copy of control cards are:
RESTORE INDDNAME(TAPE) -
OUTDDNAME(DISK) RECATALOG(CATALOG.new.name) -
CAN SPHERE -
DATASET(INCLUDE(**))
Error: ADR380E (001)-SBRTN(01), DATA SET DSNPROD.qual1.qual2.Lqual3 NOT PROCESSED, 3-192
The alias does exist.

IBM LOOKAT on ADR380E referred me to the DF/SMSdfp Diagnosis manual, where I found
192 (X'C0') Requested data set creation was not allowed by SMS.
