Running step according to our choice

In a JCL say there are 3 steps. How can it be made to run in such a way that STEP03 will run first then STEP01 followed by STEP02

You could make the job to run on a fantasy system where a job can run with the steps in any order. On a real-world system, jobs run top-down.
