Hello,
This would depend on the site-specific responsibilities of Production Support for that organization.
Often there will be developers for trouble-shooting, code repair, user requested ad-hoc requests or selecting data from Production to be used for some standard development work.
Some Production Support groups are responsible for low-impact routine changes - thereby freeing the full-time developers to work on larger projects.
It is all up to the management of the organization.
