Pop Up in screens

Hi,
Can anyone help me in understanding Pop ups in screens.
Any cobol code to generate a pop up in a screen in a transaction??

What type of screen? ISPF? CICS? other???

In ISPF screen.
ie.when I press at a particular position in screen in a transaction it should throw another screen which displays certain valuescfetched from DB.
