U4038 is usually an LE (Language Environment) problem. Since you posted an attachment, and did not use the CODE button, AND did not post the JCL as well as the code, AND did not post the job output, we cannot accurately diagnose your issue so possible problems include:
- not specifying SD instead of FD for WORKFILE
- JCL error
- error in JCL for DD4 (WORFILE) specification
- other problems

As the error you have encountered is rather generic, you need to provide more detail for us to be able to help. There is likely some additional diagnostic info either in the compile or the execution.
