I'm not aware of a "certification for Mainframe Storage Administration".

Probably too narrow a focus for a certification. Looks to me like you either certify through the hardware vendors (i.e. I saw listings for EMC Storage Engineer Certification) or on the entire enterprise-wide technology (i.e. a SAN Storage Engineer Certification).
