Can you show your actual cards and JCL please?

Also, can you show the ICE201I message from your step?

seems pretty old to me, are you sure that the IFTHEN construct is supported,
check if there are other DFSORT jobs successfully using it

When I tell somebody to RTFM or STFW I usually have the page open in another tab/window of my browser,
so that I am sure that the information requested can be reached with a very small effort
