Yes, I agree, not an ISPSLIB issue...assuming its a TSO setting

We are trying to solve your problem with scraps of information. Please answer the question: Are you able to submit a job from a PDS, with a non-userid jobname?
so that I can make the next suggestion.

Pending your INTRDR test, I think it is likely an exit to the submit command or an SMF job validation exit. If I recall correctly, using the INTRDR bypasses the TSO submit command, but would still go through the SMF exit.

I would consult with your system programmers to see if there is something that you can do.
