A serious error occurred in a call to the program manager domain when trying to link a system program.
System action:

CICS terminates the task with a transaction dump.
User response:

Use the dump to investigate why the error occurred. Look at the trace records prior to the error for abnormal conditions in processing the PGLK domain call. This may be due to a problem with directory manager, loader, or storage manager. Check the program size. It may be necessary to increase the overall size limits of the DSAs or EDSAs.

And it is a good thing you don't know how to increase the limits since that is a function only to be performed by a system programmer. Either contact your site support group and work with your site CICS support group or accept that your program cannot execute at your site. You've already been told to contact your site support group -- nobody on this forum is going to be able to help you. Since the problem resolution requires looking at how things are defined at your site in your CICS region (DSA / EDSA size is only one of the possible problems causing APC0, but all of the possible problems require site system programmer assistance), only somone working at your site will be able to help you.
