i have checked out the program from base. Is it possible for others to modify that program in the changeman package??

It is a long time since I used Changeman but I think it tells you that soemone has already checked out the element. Of course you could try this yourself by trying to check out an element that you know is already checked out. Or you cold ask your colleagues or you should have asked at your training.

I seem to recall something about a LOCK option which prevents other users from modifying the component, although it's a while too since I've used ChangeMan much.

I think the LOCK option can be set manually with an appropriate line command, or may be set automatically depending on your installation options.

in any DECENT controlled development system LOCK should be ON by default
to warn that somebody is already working on the object

and after the proper authorization the object can be unlocked,
with the usual BEWAREs
