I would like to add a new program into Librarian from a Batch-JCL anyone who knows how to do that ?

Yep. Find your site's copy of the CA-Librarian Command Reference (Batch) Guide and read section 3.2 on the -ADD statement. You may also need to reference section 5.2 for more information about the JCL to use.

Or, the best option, contact your site support group and work with what they give you.
