BPXOINIT UID is not set to '0'

BPXOINIT UID is not set to '0'

Dear all,

I have a test system where in I'm not sure who made changes to security system when I IPL'ed for my purpose I found the BPXOINIT UID is not set to '0' which is required as known. As known, as my OMVS is not up TCPIP, TSO everything is down. Any thoughts or Idea will be appreciated. Here is the error message i got:

BPXI035E INITIAL PROCESS USERID NOT UID=0.
