Could anyone tell me if there is any application with abend codes information.
I've heard about it but i completely forgot it name.

I'm not at all sure what you mean. You want a list of all abend codes, there is a manual. An "application"? Are you thinking of something like Abend-Aid?

I mean a software running under windows.
I've seen it years ago. You choose the error: System , User, Db2, etc... and type the code... and the program give a quick explanation of tis error code.

Chicago-Soft has Windows and Web versions of QuickRef also (why, other than that there is evidently a market for such things, I don't know and probably don't want to).

IBM has provided a web site that allows you to "look at" all sorts of "things". Enter a message id (i.e. iec141i) or a system abend code (i.e 806), select the operating system level you want, and click Go.
While not a "Windows app", it provides mainframe info without being logged onto a mainframe. . .

It also supports windows, remote access, Citrix access, and has a client if desired.
