Using DEBUG tool and getting message:
"The Debug File creation date does not match the object for ARM932C. The Debug file can not be used."

Google is your friend. Googling The Debug File creation date does not match the object for returns 595,000 hits and the very first one states
Your best bet is probably to talk to your site support group about how to use Debug Tool at your site. It is possible that they have a set way they want you to use the facility and this message could be due to not following site standards.This problem can be seen when recompiling and generating a
SYSDEBUG file with the same name that is contained in the
compiler-generated object code contained in the load module,
but where the load module was not relinked with this changed
object module.
